The health survey and expansion committee,   an   Indian Civil Servant ,chaired by Sir Joseph Bhore had in 1946 along ago recommended the institution of a national medical centre that would target meeting the requirement for extremely qualified work force to seem once the nation's increasing health care activities . All-India Institute of Medical Sciences was established as Associate in Nursing establishment of national importance by an Act of Parliament with the objects to develop patterns of teaching in college boy and Postgraduate Medical Education altogether its branches thus on demonstrate a high customary of Medical Education in India; to collect in one place instructional facilities of the best order for the coaching of personnel altogether vital branches of health activity; and to realize autonomy in Post-graduate Medical Education.

 As provided in the Act, AIIMS conducts teaching programs in medical and para-medical courses both at college boy and postgraduate levels and awards its own degrees.
